One season helps. A real hardpan takes two or three.
One season of sunn hemp visibly improves compaction. A genuine hardpan takes two to three seasons. The crop itself runs 60 to 90 days, and the root channels it leaves keep working after the plant is gone.
Sunn hemp (Crotalaria juncea) is the fastest summer cover for compacted ground in the South. That does not make it instant.

Tilling breaks a hardpan into chunks and, in most soils, re-compacts it within a season. A taproot goes through and leaves a channel filled with decaying root. That channel drains and roots follow it the next year.

Do not till before sowing, do not till after cutting, and keep the residue on the surface. Add a winter taproot crop such as daikon radish to keep working the same channels through the cool months. Every pass with a tiller sets the work back.
If the pan is genuinely cemented rather than compacted, no cover crop will fix it in three seasons. Dig a test hole first and see what you are dealing with.
